Begin with a management question
A dashboard is useful when it shortens the path from evidence to action. Identify the decisions a specific audience makes, how often they make them, and what change would require attention.
If a metric does not influence a decision, it belongs in analysis or reporting—not necessarily on the primary dashboard.
Make definitions part of the product
Agree on ownership, calculation rules, time boundaries, source systems, refresh timing, and acceptable delays. Display freshness and exceptions so confidence does not depend on private spreadsheet knowledge.

Design for scanning and investigation
Lead with the current state and material exceptions. Provide comparison only where it adds context, and let users move from a signal to the records that explain it. Fewer well-designed views usually create more operational value than a wall of undifferentiated charts.
